Rajasthan MBBS 2026 — Non-Domicile Students Lose SC/ST/OBC Quota Benefit (New Rule)

Rajasthan has notified a major eligibility change for MBBS admissions 2026-27 that directly affects every non-Rajasthan domicile candidate targeting a Rajasthan private medical college. Under the new rule, outside-state candidates can no longer claim SC, ST or OBC category reservation benefits — regardless of the caste certificate they hold from their home state. In practice, this means non-Rajasthan candidates must now clear the general-category NEET qualifying cutoff of 213 marks to be considered eligible for Rajasthan private MBBS seats.

What the new Rajasthan MBBS rule actually says

For NEET UG 2026 counselling in Rajasthan, the state's medical education authority has drawn a clear line: reservation benefits (SC / ST / OBC / MBC) are strictly linked to Rajasthan domicile. Category-based lower cutoffs, category-based reserved seat matrix, and category-based fee concessions — all of these apply only to candidates who hold a valid Rajasthan bonafide / domicile certificate.

Non-Rajasthan domicile candidates — students from Uttar Pradesh, Bihar, Madhya Pradesh, Haryana, Delhi, Jharkhand, Chhattisgarh, or anywhere else — will be treated as general (unreserved) category for the purpose of Rajasthan private college admissions, even if they hold a valid SC / ST / OBC certificate issued by their home state.

Why 213 is the new floor for non-Rajasthan students

For NEET UG 2026, the general-category qualifying cutoff (50th percentile) is 213 marks. SC / ST / OBC categories qualify at the 40th percentile, which for 2026 works out to a lower band (177-212 marks). Previously, a non-Rajasthan candidate with, say, 190 marks and a valid SC/ST/OBC certificate could still fight for a private college management seat in Rajasthan. Under the new rule, they simply don't qualify — because for the purpose of Rajasthan private colleges, they now sit under the general 213 threshold.

Who is affected most by this change

• UP, Bihar, MP, Jharkhand aspirants who were treating Rajasthan private colleges as a fallback with their state SC/ST/OBC certificate — the fallback is gone.
• Candidates in the 177-212 NEET band — earlier eligible via category quota, now below the effective floor for Rajasthan private colleges.
• Coaching centres in NCR and North India that were routing borderline students to Rajasthan — the playbook needs to be rewritten for 2026-27.
• Parents planning management-quota Rajasthan admissions — the merit list will now be dominated by Rajasthan-domicile and higher-scoring non-domicile students, which changes the practical fee negotiation landscape.

What non-Rajasthan students should do NOW

1. Recheck your NEET score against the new 213 floor — if you're above 213, you're still eligible for Rajasthan private colleges as a general-category non-domicile candidate.
2. Shift focus to states that still honour central-list SC/ST/OBC for non-domiciles in private colleges — Karnataka, Maharashtra, Uttar Pradesh, and Tamil Nadu are still viable at your rank band.
3. Explore Deemed Universities — Deemed colleges follow All India Quota rules, not state domicile rules. Your category certificate still gets you the SC/ST/OBC concession in central Deemed private colleges.
4. Consider MBBS abroad — Nepal, Kyrgyzstan, Uzbekistan, Bangladesh and Russia have MBBS programs recognised by NMC. Total spend can be ₹35-60 lakh vs. ₹1-2 Cr in Indian private/deemed.
5. Talk to a counsellor before choice-filling — every rupee and rank you 'save' by choosing the wrong college costs multiples later. Get an independent second opinion before locking any Rajasthan choice.

Is this Rajasthan-specific or a national trend?

This is a Rajasthan-specific state-level policy decision — not a national MCI / NMC directive. However, similar restrictions are already in place or actively being discussed in Karnataka, Tamil Nadu and West Bengal. The reasoning cited by state authorities is uniform: state reservation benefits are meant for that state's residents, and allowing non-domicile candidates to double-dip with home-state SC/ST/OBC certificates dilutes seats meant for local reserved-category students.

Rajasthan private colleges still on the table (for eligible candidates)

For non-Rajasthan candidates with 213+ NEET score, and for all Rajasthan-domicile students, the state's private MBBS colleges continue to be a strong option. Major Rajasthan private / deemed medical colleges include:

Fee bands for management / NRI quota in these colleges typically range between ₹18-30 lakh per year depending on the college, with variations for state quota, management quota, and NRI seats.
